The Raise Foundation, convening Orange County’s Child Abuse Prevention Council, serves on several collaborative boards that address and combat human trafficking including the Orange County Human Trafficking Task Force and the Commercially Sexually Exploited Children (CSEC) Steering Committee.
The US Department of Homeland Security describes human trafficking as:
“Human trafficking involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act. Every year, millions of men, women, and children are trafficked worldwide – including right here in the United States. It can happen in any community and victims can be any age, race, gender, or nationality. Traffickers might use violence, manipulation, or false promises of well-paying jobs or romantic relationships to lure victims into trafficking situations.”
Unfortunately, human trafficking also occurs in Orange County. The Raise Foundation has identified human trafficking as key issue affecting youth in Orange County.

In April 2021, the Blue Ribbon Community Forum featured a presentation by Orange County Deputy District Attorney Kelcie Weimann on the impact of human trafficking in Orange County.
